What is the best water proof eye make-up remover that is inexpensive? Would baby wipes work?

I use a few drops of baby oil in a cottonball for this. Baby wipes dont work and the alcohol will only sting your eyes. It also works for waterproof mascaras. It can also be used to remove make-up from your face.
